Morocco’s new Constitution has enabled it to achieve substantial headway in consolidating democracy, the Vice-President of the Council of Europe (CE) Parliamentary Assembly, René Rouquet, said Thursday in Rabat.
This progress is evidenced by the enlargement of the powers of Parliament, a better separation of powers and a clearer definition of the role of each institution, Rouquet said at the opening of a conference on “Parliamentary control of government action”, organized by the CE Parliamentary Assembly at the initiative of Parliament.
He added that the Parliamentary Assembly has initiated a constructive dialogue with Morocco, which has become a partner of the CE in terms of democracy, welcoming the efforts and the effective participation of Moroccans in the Council’s debates.
Jean-Claude Scholsem, member of the European Commission for Democracy through Law (Venice Commission), described the new Moroccan Constitution as “modern” and worth considering as one of the most prestigious constitutions in the world, especially as it devotes several articles to parliamentary control of government action.
