During a press conference, organized by the Inter-Ministerial Delegation for Human Rights following the release of AI’s report on torture, the secretary general of the Delegation Abderrazak Rouwane said that the Moroccan authorities expressed, since May 19, 2014, “their astonishment” over the choice to target Morocco and include it among the countries cited in the global anti-torture campaign “Stop Torture”, preceded by a document called “country synthesis” on Morocco which urged the authorities to respond and question the real motives of AI.
Rouwane questioned the organization’s “real motives against Morocco through this campaign” which cited torture cases in 141 countries, including 79 countries which still practice it.
“There is a clear will to point an accusing finger at the Kingdom since the beginning of this campaign,” he said.
For Rouwane, this choice is “surprising for a country like Morocco given the progress it has undergone and still undergoing, and which led to tangible and internationally-recognized results regarding the improvement of the human rights situation in general for over 20 years and the fight against torture in particular.”
“Morocco did not wait for the launch of the global campaign to take measures and actions meant to combat torture and other forms of ill-treatment,” he said.
He added that, after a year of interaction with AI since the launch of the campaign, the Moroccan authorities regret that the publishing of the report is driven by the will to downplay the current dynamic and the progress achieved in terms of fighting torture, belittling and denigrating the Kingdom.
