You have just created the Forum of the Lawyer, an association founded by lawyers at the Bar of Casablanca. What are the goals and ambitions of this association?
Mr. Bouabid Benyaich: The “Forum of the lawyer” is a non-profit organization of Moroccan law that was created by lawyers at the Bar of Casablanca, with the goals of contributing to the reinforcement of the legal culture and the rule of law, as well as the examination of the legal aspects of the national files, and to analyze the legal problems regarding them to provide perspectives and propositions, and therefore enrich the legal, legislative, and judiciary debate, in accordance with the spirit of the Constitution of the Kingdom of Morocco of 2011, that makes civil society a force of proposition within the participative democracy.
It’s a citizens’ association working on national files and also seeking to be ranked on debates of a legal matter.
You organized on Thursday, the 17th of December 2015, a debate-meeting in Casablanca on the topic of “advanced regionalisation and problems of organic law 111.14”. Why did you choose this topic for your first media appearance?
Mr. Bouabid Benyaich: First of all, the creation of our association coincided with the publication and the coming into effect of the law on the regionalization.
Thus, our office chose to discuss this law and its implementation as a topic of the first media appearance, particularly after the royal speech.
In addition, the advanced regionalization as adopted by the organic law regulating it, constitutes a great step ahead for our country. It is a question that concerns all Moroccans. And finally, debating these national news questions is a part of the DNA of our association.
The goal of this meeting was the enrichment of the debate and the exchange of ideas and experiments by national and international experts and specialists in order to accompany our national experience of the advanced regionalization and to anticipate the difficulties that can occur at the time of its implementation.
Does the Forum of the Lawyer seek to make parallel diplomacy?
Mr. Bouabid Benyaich: Of course. Being part of civil society, our association has the ambition to make parallel diplomacy. It is a part of the goals assigned to our association since its creation. The Forum of Lawyer have as a mission to defend the national interests and to maintain, through its members, the image of a responsible citizen.
What is your strategy of collaboration and partnership with institutions and national and international NGOs?
Mr Bouabid Benyaich: If the aim of the partnership with national or foreign institutions is to serve our country, the Forum of the Lawyer is opened to any form of partnership.
