Tangiers – King Mohammed VI chaired, on Monday at the Royal palace in Tangiers, a council of ministers during which three organic draft laws and a draft government decree were adopted.
In the beginning of the meeting, economy and finance minister gave before the King a presentation on the general guidelines of the draft Budget Bill for 2017.
This draft bill was developed on the basis of the high royal guidelines, based on four key priorities:
The speeding up of the structural transformation of the national economy, by focusing on industrialization and export, particularly through raising the pace of implementation of Industrial Acceleration Plan, modernizing industrial systems, diversifying agricultural value added and orienting the service sector towards higher value added activities.
The strengthening of the competitiveness of the national economy and the promotion of private investment through the continued improvement of the business climate, the implementation of investment reform plan, the modernization of the financial sector, the improvement of access to companies’ financing, notably SMEs.
The qualification of human capital through a set of measures relating to the implementation of the education and health reform, the facilitation of access to decent housing, employment support for youth and the continued implementation of the program to reduce social and spatial disparities.
The strengthening of the mechanisms of institutional governance in particular as regards the continuation of judicial reform, the implementation of regionalization and development model of the southern provinces and the launch of the pension plans reform.
Later on, and as part of the continuation of the implementation of constitutional provisions, the council of ministers examined and adopted three organic draft laws.
Thus, the council adopted an organic draft law on the implementation stages of the official nature of the Amazigh language, and on the terms of its integration in education and in the various priority areas of public life.
This project, which is part of the implementation of Article 5 of the Constitution, sets out the general principles governing the implementation of the official nature of the Amazigh language, and the terms of its integration in the education sector, legislation, parliamentary action, information and communication, cultural and artistic creation, in administration, services, public institutions and territorial authorities, and in spaces and public services. It also aims to define the steps and mechanisms for monitoring its implementation.
The council of ministers also adopted the organic draft law on the National Council for Moroccan Culture and Languages.
This project, developed as part of the implementation of the provisions of Article 5 of the Constitution, defines the powers of the Council, its composition and the manner of its operation. This Council will bring together all the institutions concerned with Arab and Amazigh languages, as well as other bodies responsible for promoting cultural heritage.
It will also propose strategic guidelines of the State in the areas of language and cultural policies and ensure their harmonization, knowing that these guidelines will be submitted the council of ministers for approval.
Afterwards, the council adopted the organic draft law establishing the conditions and modalities of exercising the right to strike.
This project, developed in accordance with Article 29 of the Constitution and in accordance with international standards recognized by the International Labour Organization, establishes the conditions and modalities of exercising the right to strike in the public and private sectors and in vital services.
It also determines, through a balance between rights and duties, the provisions to be observed before and during the strike, sanctions applied to offenders of the provisions of this organic law. It also allows public authorities to ensure public order and the protection of persons and property.
Subsequently, the council adopted the draft decree law on the adherence of officials of the Directorate General of Civil Protection to the rules of military discipline, especially regarding the commands, rights, duties and responsibilities, military training, aspects of discipline and military conduct as well as bonuses and disciplinary measures.
The project also aims to subject all categories of officials of the Directorate General to guarantees provided to members of the Royal Armed Forces and to legal provisions relating to military justice.
