According to Agence France Presse (AFP), 100 migrants managed to successfully storm over the fence, which is six meters high with cables criss-crossed between.
The attempt was carried out around 5 am GMT, a Spanish Police spokesperson said.
Clashes erupted between the migrants and Spanish police, leaving three officers injured. The Spanish Interior Ministry said in a statement that migrants had kicked and thrown rocks at the officers.
Migrants in Morocco often try to force their way into Melilla and Ceuta, the other Spanish enclave on Moroccan soil, in a desperate attempt to reach Europe.
In February around 850 migrants entered Ceuta, storming across the border over four days.
