Rabat – In the wake of what he sees as insufficiently detailed and sometimes misleading reports about the kidnapping of Moroccans in Thailand, Fabio Chinda, the Thai ambassador to Morocco, wants to shed much-needed light on the “complex issue” of “the alleged trafficking and illegal detention of Moroccan nationals in SouthEast Asia.”

Online scam victims 

In an emailed response to Morocco World News on April 3, namely two days after we published an article about the distressing subject, Ambassador Chinda made sure to point out how the allure of a better life abroad has quickly and unfortunately turned into a horrifying reality for many migrant workers in Southeast Asia, including Moroccan nationals.

Like the news report to which he was responding, the Thai diplomat painted a chilling picture of how scores of young Moroccans, lured by promises of financial opportunities in Thailand, have ended up trapped in a digital underworld along the Thai-Myanmar border.

While confirming the kidnapping and detention of Moroccan nationals, the ambassador’s statement argued that current information suggests Thailand may be a transit point for the criminal networks responsible for the kidnapping.

In most cases, these young, opportunity-seeking individuals are abducted and forced into labor for cybercriminal gangs, perpetuating online scams and illegal financial activities, he argued.

The statement condemned the crimes and expressed Thailand’s readiness to cooperate with Moroccan authorities and others in the international community to crack down on these transnational trafficking and scamming networks.

In addition, Ambassador Chinda acknowledged the complex challenge of dismantling such well-coordinated international human trafficking networks “operating along border areas in Southeast Asia.”

According to media reports, the kidnapped Moroccans were deceived with promises of lucrative online business opportunities in Thailand. Upon arrival in the country, however, they were abducted and held captive by armed groups believed to be working for cybercriminal syndicates.

The situation has understandably caused alarm in Morocco, with families desperate for the safe return of their loved ones. 

Need for robust international cooperation 

In his statement to Morocco World News, Ambassador Chinda acknowledged the issue, offered clarification, and even offered reassurance that the Thai government and authorities in the other concerned Southeast Asian countries have taken to investigating the case.

“The Royal Thai Government and the Royal Thai Embassy are well aware of this issue,” the statement reads, highlighting their commitment to finding a solution. In particular, the statement revealed a degree of coordination with Moroccan authorities, noting that the Moroccan embassy in Bangkok had in fact informed the Thai side of the possible trafficking and illegal detention of eight Moroccan nationals as early as February.

According to the information provided by the Moroccan side, Ambassador Chinda noted, these kidnapped individuals may have fallen victim to a network involving criminals from China, Malaysia, and Russia, with possible links to human trafficking operations in Myanmar and Cambodia.

“These criminal activities have been perpetrated by citizens of various nationalities operating across international borders and which therefore require international cooperation and joint efforts in resolving the cases,” he stressed.

The statement highlights the challenges faced in tackling these crimes. The porous border between Thailand and Myanmar, coupled with the precarious security situation in Myanmar, makes it difficult to verify the exact number and location of victims.

According to the Thai diplomat, also making the fight against these trafficking networks difficult is that some of their victims, not knowing what awaits them on their journey to a supposedly well-paying job abroad, willingly provided false information to Thai embassies when applying for travel documents with the help of criminal networks. 

“These individuals from Morocco and other African countries usually willingly applied for the Thai visas, having been motivated by financial gains through misleading information received from these international trafficking networks,” he explained.

The ambassador also noted that, given the recurring reports of kidnapping and detention of foreign nationals in recent years, “the Thai government has instructed Thai embassies in Africa to tighten visa authorization in order to minimize the chances of these African nationals falling victim to these criminal activities.” 

But this preventive measure will not be enough to tackle such an entrenched issue, Ambassador Chinda acknowledged, stressing the need for genuine international cooperation and public awareness campaigns in countries targeted by these groups. 

Educating citizens in targeted countries about the dangers of online job offers that seem too good to be true could be a crucial step in disrupting the recruitment tactics of these criminal networks, he suggested. Only through robust international cooperation, victim support services, and public awareness campaigns can the international community win its battle against these digital mafias, he concluded.
