Marrakech – Morocco’s National Social Security Fund (CNSS) posted gains across its main indicators in 2025, with a larger number of declared workers, higher contributions due, and increased benefits paid.

The results were reviewed by the fund’s Board of Directors, which met Thursday in Casablanca under the chairmanship of Minister of Economy and Finance Nadia Fettah.

The board convened for its ordinary session and approved every item on its agenda. It validated the director general’s management report, closed the fund’s accounts, and approved the action plan and budget for the 2026 financial year.

The board also approved the ceiling on management costs for the social security system and took note of the State Controller’s annual report.

The session then turned to measures tied to the fund’s new responsibilities. These include strengthening the security of information systems in response to last year’s cyberattacks, creating a subsidiary dedicated to accelerating digital transformation, and setting up a subsidiary to manage the CNSS Polyclinics.

On the activity of the general scheme, the CNSS recorded a positive trajectory in 2025. The number of declared workers reached 4.24 million, up 4% year on year.

Over the same period, the declared payroll rose from MAD 222.51 billion ($22.25 billion) in 2024 to MAD 244.84 billion ($24.48 billion) in 2025, an increase of 10%. Contributions due reached MAD 36.46 billion ($3.65 billion), up 9%, while benefits paid climbed from MAD 29.7 billion ($2.97 billion) to MAD 31.5 billion ($3.15 billion).

The fund also pointed to results in collection and the fight against social fraud. During 2025, it carried out 10,411 inspection and control missions, 22% more than in 2024.

These operations regularized the status of 151,682 workers, up 24%, along with a payroll mass of MAD 6.6 billion ($660 million), a jump of 63% over the year. Amounts recovered through collection actions reached MAD 5.25 billion ($525 million), compared with MAD 4.79 billion ($479 million) in 2024, an increase of 10%.

Turning to compulsory health insurance, the eligible population reached 25.08 million beneficiaries in 2025, a rise of 3% from the previous year. Benefits paid under the various AMO schemes totaled MAD 22.65 billion ($2.27 billion), up 17%.

The AMO scheme for salaried workers counted more than 4 million principal insureds in 2025, a gain of 5%, with benefits paid of MAD 9.22 billion ($922 million), up 12%. Among non-salaried workers, the number of principal insureds reached 1.69 million, up 4%, while benefits rose 24% to MAD 2.28 billion ($228 million).

This last scheme remains weighed down by a structural deficit, with benefits paid far exceeding contributions collected. The ratio of benefits to contributions stood at 157% in 2025, up 25 points from 2024. The CNSS indicated that measures are being carried out with the departments concerned to broaden enrollment in the scheme and improve the collection of contributions.

The “AMO TADAMON” scheme covered 3.95 million people in 2025, for MAD 8.49 billion ($849 million) in benefits paid, up 13%. The “AMO ACHAMIL” scheme covered 265,551 principal insureds, a rise of 70% from 2024, with MAD 1.36 billion ($136 million) in benefits paid.
