Rabat – Morocco’s Economic, Social and Environmental Council (CESE) has launched a digital platform for citizen contribution, “Ouchariko”. It provides a space for Moroccans to directly share their opinions, complaints, and proposals.
CESE’s President Ahmed Reda Chami reported on January 27 that the new platform “will allow the Council to listen to the needs and expectations of citizens and to take them into account in the development of its annual action plan, or when dealing with a given theme.”
The launching ceremony was broadcasted live on Facebook. It is available on the social media website and application.

Additionally, CESE published its first public survey, on “Ouchariko”, entitled “Sexual Harassment in Universities.” The survey introduced the sexual harrasment situation. It stated that “the [legal] provisions for the recognition of sexual harassment as a form of violence were adopted late and are still confronted with a certain social resistance of minimization of the facts and accountability of the victims.”
Chami made it clear that the chosen theme was not related to the latest sex for grades scandal that took Moroccan social media by storm.
“The subject is vast because it concerns harassment between professors and students, between professors and professors, and between students and students,” he stated, adding that “we’re not here to stigmatize.”
The survey will be running until February 7, 2022. As of January 28, 22 Moroccan citizens contributed to the survey.
Over the upcoming months, the CESE platform will provide more topics for discussion and debate. Citizens’ contributions are then set to be embedded in the council’s periodic reports.
