Rabat – China has unveiled an ambitious plan to deepen its partnership with Africa, pledging $50.69 billion over the next three years to support the continent’s modernization efforts.
Chinese President Xi Jinping made the announcement during the opening of the 2024 Forum on China-Africa Cooperation (FOCAC) in Beijing, where he called for elevating China-Africa relations to the level of “strategic partnership” and creating an “all-weather” community for a shared future.
In his keynote speech, Xi outlined a vision of closer collaboration between China and African nations, emphasizing that China stands ready to work side by side with Africa to achieve modernization.
He highlighted the significance of mutual development and called for enhancing diplomatic ties with African countries that maintain relations with China.
The forum witnessed the adoption of a new declaration that outlines the goals for building an all-weather China-Africa community, along with an action plan for 2024-2027.
This action plan focuses on a wide range of areas including trade, industrial cooperation, healthcare, and green development.
It marks a significant step forward in China’s efforts to assist Africa in building a more sustainable and modern future.
Attendees at the summit praised the move, calling it a major milestone that could provide substantial benefits to Africa. Many highlighted the comprehensive nature of the partnership, which promises to address key challenges faced by African nations while promoting long-term development.
Major Investments and Infrastructure
As part of its commitment, China will grant duty-free access to 100% of tariff lines for products from least-developed African countries that maintain diplomatic ties with Beijing.
In addition to expanding trade, Xi promised the construction of 30 infrastructure projects across the continent, including the development of a multimodal sea-rail transport network linking China’s central and western regions to Africa.
Xi also stressed the importance of boosting local economies through job creation and technological cooperation. Chinese businesses operating in Africa are expected to create at least 1 million jobs in the coming years, further strengthening the continent’s workforce.
Health and Green Development Initiatives
Beyond infrastructure, the action plan also prioritizes healthcare and environmental sustainability. China will dispatch 2,000 medical personnel and public health experts to Africa and will implement 20 programs aimed at tackling malaria and improving healthcare systems.
Furthermore, 30 green energy and clean development projects will be launched, highlighting China’s dedication to supporting Africa’s transition to a sustainable energy future.
The plan also includes 60,000 training opportunities, with a focus on women’s empowerment and youth development, reflecting China’s commitment to fostering inclusive growth.
Security and Governance
In the realm of security, China will work with Africa to develop a Global Security Initiative partnership, providing military grants, personnel training, and military exchanges. The goal is to enhance Africa’s security capabilities while fostering closer ties in defense cooperation.
Observers hailed China’s approach as a potential model for African nations to adapt, particularly in areas of governance and political cooperation.
The plan includes the invitation of 1,000 African political party representatives to China for exchanges aimed at sharing governance experiences.
