Arab League approves draft protocol on observer mission in Syria

Rabat, November 17, 2011 (MAP)

The Council of the Arab League adopted, on Wednesday in Rabat, a draft protocol on the Arab observer mission in Syria.

The mandate of the mission of Arab observers consist of “verification that (Syria) is following the Arab plan’s points for the settlement of the Syrian crisis and protect civilians,” said a statement distributed to the press at the end an extraordinary meeting of the Council of the Arab League.

The same source said that the Arab League gave the Syrian government “three days” to sign this protocol.

“After the signing of this protocol by the Syrian government within three days, starting from the publication of this decision, and after the cessation of all acts of violence and murder, the observer mission will be immediately dispatched to Syria,” said the Council in its recommendations.

The League emphasizes “the need for the government to announce that it accepts to implement the entire Arab plan.”

At an extraordinary meeting of the Arab League, held on November 2, Syria accepted without reservation the plan, which calls for “complete cessation of violence, whatever their origins, to protect the Syrian citizens and release of detainees who were arrested because of current events.”

The plan also provides for the end of any military existence in the cities and permission for relevant organizations of the Arab League as well as Arab and international media to move freely across Syria.

The Arab League also decided to convene the Economic and Social Council to examine the component of economic sanctions against Syria, in accordance with decisions of the Council meeting of November 12, while requesting “official apology” from Damascus about “inappropriate” statements made by Syria’s Permanent representative during the meeting.

The Council of the Arab League decided to keep “open” its session in order to monitor the situation in Syria.
