Rabat – Karim Aachboun, a Dutch tax advisor and legal consultant, has urgently petitioned the Dutch-speaking First Instance Court in Brussels to challenge the appointment of former Dutch Prime Minister Mark Rutte as NATO Secretary General.
On June 26, NATO’s 32 member countries officially appointed Rutte to the position, with his term set to begin on October 1.
Aachboun is seeking to block the appointment due to two ongoing civil cases against Rutte in the Netherlands. These include the Child Benefits Scandal and Rutte’s controversial support for Israel’s massacres on Gaza, including the supply of aircraft parts used in Israeli bombings.
Aachbon also is representing the family of a Dutch woman who was killed amidst these Israeli bombings.
In a recent interview with Morocco World News (MWN), the Dutch lawyer revealed his latest and most ambitious endeavor yet: holding Mark Rutte accountable.
Although Aachboun recognizes his past positive business relationship with Rutte, he feels it is necessary to hold Rutte accountable for what he views as his shortcomings.
Aachboun has launched a legal battle against the Dutch Prime Minister, citing Rutte’s alleged negligence towards both Dutch citizens and Palestinians. “I am in a unique position to challenge Rutte, not out of personal animosity, but because I believe leaders must listen to their people,” Aachboun asserts.
He argues that Rutte’s actions in the Dutch Benefits Affair and his stance on Israel’s recent assault on Gaza have caused significant suffering, including the death of a Dutch woman of Palestinian descent.
Legal challenge to NATO appointment
In a letter addressed to U.S. President Joe Biden, Aachboun criticized the potential appointment of Dutch Prime Minister Mark Rutte as NATO Secretary General. Aachboun wrote, “In my opinion, Prime Minister Rutte is absolutely unsuitable for this top position.”
He added, “On April 11, 2023, I personally summoned Mr. Rutte to the Dutch civil court for his actions in several major scandals in the Netherlands, including the so-called Benefits Affair. In this affair, tens of thousands of ordinary Dutch people were duped by the Dutch Tax Authorities because of their ethnic background.”
Aachboun acknowledges the difficulty of his legal quest against Rutte and NATO but remains undeterred. “The suffering of the Palestinians far outweighs any personal or professional challenge I face,” he explained to MWN. His Moroccan heritage, he added, fuels his resistance and inspires him to use his knowledge and experience to support his community and the Palestinian cause.
To fortify his case, Aachboun has initiated urgent proceedings at the Brussels District Court to secure legal immunity and prevent any limitations on his pursuit of justice.
These cases are set to be heard in The Hague only after Rutte takes up his role with NATO, which has led Aachboun to take steps to prevent Rutte from claiming immunity as NATO’s Secretary General.
Aachboun further highlighted to MWN the importance of having a fair trial in Dutch courts, which he fears might be compromised if Rutte were to become the new Secretary-General of NATO.
“I appeal to Article 6 of the Convention for the Protection of Human Rights and Fundamental Freedoms,” he stated, underlining his commitment to human rights and fair legal proceedings.
Aachboun’s resolve is unwavering. “Every good business relationship has its limits, and Rutte has long exceeded these boundaries,” he said.
He asserted that his legal actions represent a pursuit of justice that transcends Dutch interests, criticizing Rutte’s support for what he terms the “ongoing genocide” of Palestinians as detrimental to the Netherlands’ global image.

When asked for advice for young Moroccans wishing to move abroad, particularly to the Netherlands, Aachboun emphasized the importance of staying true to oneself while embracing new challenges.
His core message is: “Always be yourself and never forget your Moroccan roots. Seek out an honest professional who thrives on challenges, be open to the possibility of failure, and remember that giving up is not an option.”
From his humble beginnings in a working-class neighborhood in Utrecht, Aachboun has emerged as one of the Netherlands’ leading advisors, serving a roster of high-profile clients, including multinationals like Bernard Arnault’s LVMH, Christian Dior, Ryanair and Pfizer.
His expertise has even extended to advising FC Barcelona players through a connection with Johan Cruijff. He has also influenced major corporate relocations, such as a chemical giant’s move to the Netherlands — an event that saw warm remarks from former Dutch Prime Minister Mark Rutte.
Aachboun’s journey from Utrecht’s working-class neighborhoods to the heights of international corporate advisory is a testament to his resilience and commitment to justice, making him a notable figure both in business and human rights advocacy.
