Rabat — Morocco’s Minister of Urban Planning Fatima Ezzahra El Mansouri announced on Monday that the number of beneficiaries of the housing aid program has reached 71,114 since its launch.
Speaking before the House of Representatives, El Mansouri said this figure reflects “the growing momentum the sector is experiencing.”
The minister revealed that 171,000 citizens have submitted applications for the direct housing aid program.
She pointed out the diverse profiles, including Moroccans living abroad (24%), women (47%), and young people under-40 (54%) of the total beneficiaries.
Regarding the support amounts, El Mansouri reported that 63% of beneficiaries received MAD 70,000 ($7,000), while 37% received MAD 100,000 ($10,000). The monthly average of beneficiaries has climbed from 2,400 units in 2024 to 3,600 units in 2025.
The minister also pointed to positive economic indicators accompanying the program. Cement sales have risen by 12.5%, housing loans have increased by 3%, and real estate developer activity has grown by 7.58%.
Small enterprises contribute more than 80% of the sector’s activity volume. The construction and public works sector has also created 74,000 jobs.
Mansouri described the results achieved so far as “very encouraging.” She noted that the 2026 finance bill includes provisions allowing co-owners to benefit from support for purchasing primary residences.
The housing support program continues to drive economic growth while helping Moroccan families secure home ownership across different demographics and regions.
The 2024-2029 direct housing aid program is an initiative that aims to boost citizens’ purchasing power, promote territorial and social equity, and stimulate investment in housing. The initiative particularly targets small and mid-sized cities that were underserved in previous programs.
The ministry has taken steps to make home ownership easier, signing an agreement with the Tax Administration, Treasury, Land Registry, and Notaries’ Association to simplify procedures.
The initiative has capped notary fees at MAD 2,500 ($250) for homes priced under MAD 300,000 ($30,000). The program has been incorporated into the Damane Assakane Fund to improve access to bank loans.
