Rabat – Morocco’s 2022 finance bill reveals the country’s determination to boost human development, with the expenses of the third stage of the five programs launched by the National Initiative for Human Development’s (INDH) estimated to cost over MAD 3 billion ($330 million) total.
The INDH has established itself as a major player in human development initiatives in Morocco. The first and second phases enabled the implementation of more than 43,000 human development projects between 2005-2010 and 2011-2018 respectively.
INDH’s programs to reduce large socio-economic deficits focus on alleviating poverty in rural areas, combating exclusion in urban areas, and fighting precariousness.
Phase three, which began in 2019 until 2023, is consistent with recent developments in Morocco in the area of “advanced regionalization,” and provides a new impetus for innovative and effective responses to the population’s needs.
The amount allocated to cover the cost of infrastructure programs and basic social services is estimated at MAD 510.57 million ($56 million) in 2022, and MAD 415.58 million ($45 million) in 2023.
As for the expenses of related programs for people living in precarious circumstances, the expenses should amount to MAD 500 million ($55 million) between 2022 and 2023.
Meanwhile, the third program of the economic inclusion and financial empowerment of young people is estimated at MAD 726.67 million ($80 million) in the same period.
The expenditure of the program relating to the development of human capital for future generations is expected to reach MAD 1.209 million ($133,000).
The fifth program to support the implementation of the INDH forecasts a total amount of MAD 122.58 million ($13 million).
INDH reckon the total expenses projected for all the programs to climb to approximately MAD 3 billion, saying it is committed to improve the living conditions of citizens and build a sustainable socio-economic future by addressing the main causes of human development deficits throughout all stages of an individual’s life.
The first draft budget proposed by Aziz Akhannouch’s government also includes other ambitious plans such as the activation of universal social protection, lifetime financial assistance to people with disabilities, and compulsory health insurance for people in precarious situations and informal sector workers.
The total amount of expenses for this upcoming fiscal year is set at MAD 519.2 billion ($57 billion).
