Rabat – Morocco and the United Kingdom have signed a Memorandum of Understanding (MoU) aiming to increase the use of English language assessment in Moroccan public universities, the UK government announced on Monday.
The MoU was signed by the British Council in Morocco and Morocco’s Ministry of Higher Education as part of the 5th meeting of the UK-Morocco Higher Education Commission, which took place at the Foreign, Commonwealth, and Development Office in London on May 10.
The partnership is part of Morocco’s recent efforts to reinforce English language learning as a means to strengthen its international competitiveness, attract foreign investment, and foster greater global connectivity.
The meeting was presided by the British Minister of State for the Middle East and North Africa, South Asia, Lord (Tariq) Ahmad of Wimbledon, and Morocco’s Minister of Higher Education, Scientific Research, and Innovation, Abdellatif Miraoui.
It saw the presence of representatives from the Moroccan government, the British Council, the UK’s Department for Business and Trade, the UK Quality Assurance Agency, Universities UK International, Morocco’s National Agency for Evaluation and Quality Assurance (ANEAQ), as well as several British and Moroccan universities.
The meeting primarily focused on ways for Morocco and the UK to advance collaboration in higher education, with a specific focus on English language learning and assessment, transnational education, and scientific research.

According to the British government, this agreement opens up opportunities for Moroccan universities to have future partnerships with other UK institutions in the field of student assessments.
The 5th meeting of the UK-Morocco Higher Education Commission followed the 4th UK-Morocco Strategic Dialogue, which took place on the previous day in Rabat. The meeting was co-chaired by Lord Ahmad and Morocco’s Minister of Foreign Affairs Nasser Bourita.
During the Dialogue, the two ministers discussed a wide range of topics, including culture, education, politics, economy, and security. It was also an opportunity to celebrate the strong bilateral relationship between Morocco and the UK.
In recent years, Morocco has been committed to improving English language education in the country, by launching various initiatives and partnerships.
Renowned for its expertise in English language teaching and learning, the UK has been a valuable partner for Morocco to support its growing interest in English language learning, as well as foster closer ties in the field of higher education.
