Rabat – Morocco’s 2025 Finance Bill is set to introduce a comprehensive program aimed at preparing the cities selected to host the 2030 FIFA World Cup, which the North African kingdom will jointly organize with Spain and Portugal.
In preparation for the big event, Morocco looks to accelerate infrastructure projects over the next six years and to ensure that the country is fully ready to host the global event with top-notch facilities and amenities.
According to a directive from Morocco’s Prime Minister Aziz Akhannouch, the program targets six cities: Casablanca, Rabat, Agadir, Marrakech, Fez, and Tangier.
His directives reflect the government’s strategy to involve regional and local authorities in readying these cities, particularly those hosting World Cup matches.
Through these innovative initiatives, the government strives to maximize the economic benefits of the event by developing high-quality infrastructure, boosting regional economic activities, and enhancing tourism.
The bill also tackles accelerating the digitization of Moroccan administration to drive effective development at all necessary levels.
Towards Sustainable and Innovative Change
Morocco’s government is spearheading a digital transformation strategy with its “Digital Morocco 2030” initiative. This strategy aims to modernize Moroccan administrative systems and foster a new dynamic in the digital economy.
Morocco pledged to equip key venues with the latest technology infrastructure, with plans to also employ 5G in all host cities by 2026.
The initiative to upgrade and refurbish these Moroccan cities will also require a productive investment boost, which Akhannouch stressed in the bill.
This is set to be attained through refining the public procurement system, promoting cooperative financing, reducing payment deadlines, and digitizing over 45% of administrative procedures related to investment.
Meanwhile, the plan also includes implementing tax reforms to ensure a stable and transparent tax system, providing a clear outlook for investors.
Effective governance is key for the success of the program to support cities hosting the 2030 World Cup, Akhnnouch highlighted.
This approach is essential for integrating the program efficiently and curating optimal conditions for hosting international sport events in the country.
Hosting the 2030 World Cup presents Morocco with a myriad of challenges that require substantial investment across various sectors including railways, airlines, water management, energy, tourism, agriculture, and transportation.

Other venues currently under renovation include Agadir’s Grand Stade with a capacity of 46,000 and Fez Stadium with a capacity of 49,200.
