CNDH President on AI: Human Rights Do Not Conflict with Digital Advancements

The President of Morocco's National Human Rights Council (CNDH), Amina Bouayach, has called for a national strategy focused on AI and the opportunities it presents for Morocco's digital landscape.

Rabat — The President of Morocco’s National Human Rights Council (CNDH), Amina Bouayach, has called for a national strategy focused on AI and the opportunities it presents for Morocco’s digital landscape.

Mohamed El Hachimi read Bouayach’s speech on her behalf at the opening of a scientific seminar held at Hassan I University in Settat.

In the speech, the CNDH president called for an independent strategy focused on AI and what it could offer to boost the country’s development.

For Bouayach, human rights “do not necessarily conflict with technological and digital advancements,” and are not “ an obstacle to innovation and progress.”

She remarked that such tools can be used while respecting rights and freedoms, and serve as an “incentive for greater innovation.”

Touching upon the great opportunities for AI, Bouayach said this tool can help one gain greater access to their rights and benefit from the technological breakthroughs we are experiencing.

Although she acknowledged that the tool can carry serious and unprecedented risks and threats to human rights, she said it can also be effectively used to help the country achieve its digital sovereignty.

“We need to continue working towards creating favorable conditions for building ecosystems that fully capitalize on the economic and development opportunities that can be realized in the digital age and the era of artificial intelligence,” she said.

To benefit from these AI opportunities, Bouayach called for solid training and encouragement toward innovation, as well as promoting the companies capable of competing against large tech giants to ensure a degree of digital self-sufficiency.

Bouayach acknowledged that for smaller companies, it is challenging to compete with the technology giants in the short term, but that the upward trend in AI development shows that the cost “could be less than we imagine through innovation.”

She further called for strengthening Morocco’s digital strategy by incorporating AI and enhancing communication. 

In April of last year, a parliamentary opposition group in Morocco’s House of Councillors submitted a bill to regulate the use of AI in Morocco.

The explanatory notice of the bill stated that the creation of the agency would help to simplify,  monitor and update a national AI strategy in line with global developments in the field.

The main objective also includes raising awareness about the importance of AI in all national institutions, enhancing the efficiency of employees in various public and private administrative bodies, and creating generations of specialists in the field.
