Rabat – After more than 20 years, Senegalese lawmakers have ratified a long pending agreement with Morocco, allowing Senegalese prisoners to serve their sentences in their home country.
The decision could affect nearly 300 Senegalese nationals currently incarcerated in Morocco.
On Tuesday, March 11, Senegal’s National Assembly adopted a bill authorizing President Bassirou Diomaye Faye to ratify the convention on detainee assistance and the transfer of convicted individuals.
Initially signed in Rabat on December 17, 2004, the agreement establishes a legal framework for prisoner transfers and consular protection.
Senegal’s Foreign Minister Yassine Fall, who presented the ratification before the assembly, described it as an important step in judicial cooperation between the two countries.
Lawmakers expressed support for the measure but raised concerns about the time it took to reach this stage and the conditions detainees currently face.
Moroccan prisons hold around 299 Senegalese nationals, most detained for offenses linked to irregular migration and drug-dealing crimes.
For many, Morocco serves as a gateway in their attempt to reach Europe. Some find themselves in legal trouble, which leads them to prolonged incarceration far from home.
The agreement outlines procedures for transferring prisoners. Detainees, the sentencing country, or the racing country can request a transfer. Senegal will cover most costs unless the two governments decide otherwise.
This ratification showcases broader diplomatic ties between Senegal and Morocco. The two countries collaborate on many fronts, such as economy, security, education, and infrastructure projects.
This agreement provides a long-awaited solution for detainees and their families as it eases the burden of imprisonment far from home while reinforcing Senegal’s role in protecting its citizens abroad.
