Rabat – Morocco’s Ministry of Transport and Logistics has formally declined a request for a license to operate ride-sharing services that connect customers with drivers through applications.
In an official statement addressed to the General Secretary of the Democratic Transport Commission, the Ministry said that transporting passengers via public roads is a regulated activity. Only individuals or entities holding a pre-approved license for specific transport activities, as per current laws, are authorized to provide such services.
Engaging in passenger transport without the requisite license or using private vehicles for this purpose constitutes a “clear violation” of the law that could lead to financial penalties or imprisonment, the ministry said.
This development highlights the ongoing legal challenges surrounding ride-hailing applications in Morocco. Services like inDrive, Careem, and Yango have gained popularity, especially in major cities, as they offer flexible pricing and convenience. However, these platforms often operate in a legal grey area, because they lack the necessary licenses required by Moroccan law.
The absence of clear regulations has led to tensions between ride-hailing drivers and traditional taxi operators. Incidents of confrontations and altercations have been reported, with taxi drivers accusing ride-hailing drivers of unfair competition. Such disputes have escalated into physical confrontations in some cases.
In January this year, the Minister of Interior Abdelouafi Laftit acknowledged the urgent need to address the ongoing debate on regulating ride-sharing apps and announced that the government is conducting a study to find solutions to legalize these services in the near future.
The urgency for a comprehensive regulatory framework has intensified with Morocco’s upcoming hosting of major international events, such as the 2025 Africa Cup of Nations and the 2030 World Cup.
The influx of international visitors is expected to increase demand for efficient and reliable transportation options. Industry stakeholders and observers are calling for the government to expedite the legalization process for ride-hailing services to ensure a smooth and organized transportation experience during these events.
