Rabat – The Moroccan government has approved an increase in family allowances for private sector employees, raising the monthly benefit for the fourth, fifth, and sixth child to 100 dirhams. The measure will be applied retroactively from January 1, 2023, aligning private sector benefits with those already granted to public sector workers.
The decision was made during the Cabinet meeting held on Thursday in Rabat, where ministers approved Draft Decree No. 2.23.715. The decree amends Decree No. 2.08.358 of July 9, 2008, which regulates family allowances provided by the National Social Security Fund (CNSS).
Presented by Minister of Economy and Finance Nadia Fettah, the draft decree fulfills a government commitment outlined in the social dialogue agreement signed on April 30, 2022, between the government and Morocco’s major trade unions, as explained by Government Spokesperson Mustapha Baitas.
The move is part of Morocco’s broader social protection reform, which has placed the country on a transformative path toward a more inclusive and equitable welfare system, according to Hassan Boubrik, Director General of the CNSS. Boubrik described the initiative as a “historic leap” toward achieving King Mohammed VI’s vision of building a robust social state.
“The generalization of Compulsory Health Insurance (AMO) has allowed millions of Moroccans—regardless of their status—to access healthcare services with dignity and fairness,” Boubrik said. Prior to the reform launched in 2021, only 40% of Moroccans had health coverage. Today, nearly the entire population is covered, including self-employed workers and beneficiaries of AMO TADAMON (formerly RAMED).
This expansion increased the number of insured individuals from 8 million to nearly 25 million in just a few years, while the volume of daily processed claims has grown significantly, from 20,000 to over 110,000. The family allowance adjustment is seen as a continuation of these efforts to strengthen Morocco’s social protection framework.
