Rabat – As Morocco’s health sector faces ongoing unrest, Health and Social Protection Minister Amine Tahraoui presented in parliament the government’s plan to extend Territorial Health Groups (GST) nationwide.
The initiative aims to reorganize regional healthcare and improve efficiency, but it faces skepticism from health professionals.
Tahraoui reported that the pilot in Tangier-Tetouan-Al Hoceima has shortened administrative delays and accelerated decision-making.
A unified regional information system links facilities and allows coordinated tracking of patient care, improving management and oversight.
The GST model aims to clarify care pathways, centralize human resources management, and strengthen coordination between hospitals and clinics.
The government plans a gradual rollout through 2026, adjusting pace according to each region’s readiness. Preparatory steps include finalizing regulations, defining coordination with university hospitals, setting budgets, and mapping specialized care pathways.
The minister noted ongoing dialogue with unions and staff, promising consultations before launching each new GST to share lessons and address challenges.
Structural reforms under Law 09.22 complement the GST rollout. The law introduces a mixed salary system with performance-based bonuses and allowances for underserved areas.
Recent increases include over MAD 4,390 for general practitioners, pharmacists, and dentists, MAD 4,405 for specialists, and MAD 1,950 for nurses and technicians. Several regulatory decrees are being implemented to support these measures.
Despite these developments, the National Coordination of the Health Sector announced continued protests.
The unions cited delays in the July 2024 agreement and unclear results from the Tangier pilot. A nationwide strike is planned to take place on January 29, covering all health facilities except emergencies, alongside weekly regional sit-ins over the next three weeks.
Morocco’s attempt to modernize its health system through GST will depend on effective dialogue with health professionals and the delivery of tangible improvements for citizens.
