14 Political Parties Owe MAD 21.85 Million in Unreturned Public Funds

Political parties should return the public funds they received without proper justification.

Rabat – Most political parties in Morocco returned unused public funding received between 2022 and 2025, but 14 parties still failed to reimburse a total of MAD 21.85 million, according to the Court of Auditors.

Speaking before a joint session of both chambers of Parliament on Tuesday, Court of Auditors President Zineb El Adaoui presented the 2024-2025 report on both progress and ongoing shortcomings in the management of public funds by political parties.

El Adaoui said that political parties returned around MAD 36 million to the Treasury from public financial aid granted in 2023.

A statement by the Court of Auditors in May 2025 clarified that parties represented in the House of Representatives had justified their expenses and returned unused public support. 

These include the National Rally of Independents (RNI), the Authenticity and Modernity Party (PAM), the Socialist Union of Popular Forces (USFP), the Popular Movement (MP), the Justice and Development Party (PJD), the Party of Progress and Socialism (PPS), and the Constitutional Union (UC).

According to the report, 24 political parties reimbursed a total of MAD 36.03 dirhams. This amount includes MAD 28.71 million related to election campaign funding, MAD 2.53 million for management expenses, and MAD 4.79 million allocated to missions, studies, and research.

El Adaoui noted that these parties are in the process of regularizing their financial situation with the Ministry of Interior.

However, the Court of Auditors stressed that 14 political parties remain in debt to the state, with unpaid amounts totaling MAD 21.85 million during the same period.

“These amounts include funding that was not justified with the required legal supporting documents (MAD 15.07 million), unused funds (MAD 3.25 million), funds used for purposes other than those for which they were allocated (MAD 2.88 million), as well as amounts considered ineligible (MAD 0.65 million),” said the report.

The Court also said it recommended that the Ministry of Interior take steps to encourage the concerned parties to comply with the law and return the public funds they received without proper justification.
