Morocco-Djibouti to Strengthen Public Finance Control Mechanisms in Africa

Both the Moroccan and Djiboutian Courts of Accounts hold crucial roles within AFROSAI, making the bilateral relations between the countries more influential in Africa.

Rabat – On Monday, President of the Court of Accounts of Morocco, Zineb El Adaoui, met with a Djiboutian delegation led by Ismahan Mahamoud Ibrahim, the first president of the Court of Accounts in Djibouti. 

The meeting in Rabat served as a platform to share the Moroccan expertise concerning the development of control mechanisms in public finance. The Djiboutian delegation sought to learn about Morocco’s Court of Accounts experience and missions.

The consolidation of stakeholders’ relations and professional capacity building were also at the heart of the discussion.

El Adaoui shared the Moroccan experience in digitalizing the Court of Accounts and the role of this process in increasing efficiency in financial control.

She  expressed her satisfaction over the evolution of bilateral relations between Morocco’s and Djibouti’s Courts of Accounts, saying that both institutions are determined to “strengthen this unique relationship in the interest of our supreme audit and accounting institutions, and for the benefit of our African continent and its oversight bodies.”

The Moroccan official also emphasized the importance of moving the efforts of the African Organisation of Supreme Audit Institutions (AFROSAI) forward, through sharing expertise and successful experiences in auditing.

She insisted on the importance of bilateral cooperation between Morocco and Djibouti over their converging auditing models.

The President of the Djiboutian Court of Accounts echoed El Adaoui’s sentiment, emphasizing  that both countries’ institutions share numerous values and visions. 

She said that the Moroccan Court of Accounts has undergone significant progress and development, which is why Africa needs to learn from its experience and expertise.

Both Morocco and Djibouti hold important positions within International Institutions. The Moroccan Court of Accounts serves as Secretary-General of AFROSAI, while the Djiboutian Court of Accounts holds the presidency of AFROSAI’s francophone group (AFROSAI-F) as well as the presidency of the Association of Supreme Audit Institutions Sharing the use of French (AISCCUF).
