Morocco Ranks 43rd Globally in National Cyber Security Index

Morocco has strengthened its cybersecurity framework in recent years, with new institutions and regulations added to its national digital security system.

Morocco Ranks 43rd Globally in National Cyber Security Index

Casablanca – Morocco ranks 43rd globally in the latest National Cyber Security Index with a score of 79.17 points out of 100, placing it among the top 50 countries assessed by Estonia’s e-Governance Academy. The index currently covers 155 countries and measures governments’ preparedness to prevent cyber threats and manage cyber incidents.

Albania currently leads the ranking with 98.33 points, followed by Canada and Finland with 96.67 and 95.83 points. Morocco ranks behind countries including Germany, which is 25th, the United States at 30th and the United Kingdom at 41st. It is, however, ahead of Norway and Switzerland, which rank 46th and 47th respectively. Brazil is 56th, while China is 61st with 69.17 points.

The NCSI assesses 49 indicators grouped into 12 capacities and three categories covering strategic, preventive and incident-response cybersecurity. Its assessment is based on public evidence, including legislation, official documents, government bodies, cooperation mechanisms and cybersecurity programs.

Morocco’s score comes as the country has continued expanding its cybersecurity infrastructure. In May 2025, authorities officially created the Cybersecurity Innovation Center as a public-interest group involving government bodies and Mohammed V University. The center is tasked with supporting advanced cybersecurity training, research, technological development and innovation.

Morocco also hosted the African Cybersecurity Forum in February 2025, bringing together government officials, experts and private-sector representatives to discuss cybersecurity, artificial intelligence and trusted cloud services.

In 2026, the General Directorate of Information Systems Security continued strengthening the regulatory side of the sector. In January, it qualified Dataprotect as a provider of audits for sensitive information systems, under the framework established by Morocco’s 2020 cybersecurity law. The DGSSI has also continued publishing security bulletins covering newly identified vulnerabilities.

Morocco’s score has risen from 70.13 points in an earlier NCSI assessment to 79.17 points today. However, its global ranking has fallen from 32nd to 43rd as other countries have also improved. The country’s score has therefore increased by more than nine points, even though its position in the ranking has dropped.
