Rabat– Morocco is moving forward with a new financing mechanism for digital startups, with funds expected to mobilize nearly MAD 2.5 billion ($260 million) for Moroccan startups over the coming years.
The Startup Catalytic Fund, led by the Ministry of Digital Transition and Administrative Reform and managed by Tamwilcom, reached a new stage following the publication of Decree No. 2.26.576 on August 3.
Under the new framework, MAD 347 million ($36 million) will be invested over three years in venture capital funds that finance startups operating in the digital sector, according to a statement from the ministry.
The initiative stems from a collaboration agreement involving the Mohammed VI Investment Fund and CDG. Nine management companies have been preselected, with the selected funds expected to mobilize close to MAD 2.5 billion ($260 million) for Moroccan startups.
The initiative follows an agreement signed in Rabat on November 21, 2025, bringing together the Ministry of Digital Transition and Administrative Reform, the Ministry of Economy and Finance, the Mohammed VI Investment Fund, CDG, and Tamwilcom.
The mechanism is part of the implementation of Morocco Digital 2030, the national strategy aimed at strengthening the country’s digital economy and innovation ecosystem.
At the signing ceremony, Minister of Digital Transition and Administrative Reform Amal El Fallah Seghrouchni stressed the need to strengthen Morocco’s innovation ecosystem through modern and competitive financing mechanisms capable of attracting additional capital.
She also noted that the mechanism would help reduce investment risks and support startups across different stages of development, from early-stage financing to growth.
The partnership is also presented as part of efforts to strengthen Morocco’s digital sovereignty and accelerate the development of a national innovation ecosystem.
According to the ministry, the initiative is expected to reinforce Morocco’s position as a regional technology and innovation hub while supporting the development of a more competitive and sustainable digital economy.
