Rabat – Morocco’s Head of Government Fatima Zahra El Mansouri and eight members of her cabinet have submitted their resignations from the House of Representatives after their appointment to government positions created a conflict with their parliamentary mandates.
The House of Representatives’ Bureau received the nine resignation requests, which the parliamentary secretary, Fatima Zahra Basraoui, announced during Monday’s oral questions session.
El Mansouri, who secured a parliamentary seat in Marrakech, is among those concerned. The list also includes Justice Minister Abdellatif Ouahbi, elected in Taroudant, and Industry, Trade, and Investment Minister Ryad Mezzour, who represents Benslimane.
Youth, Culture, and Communication Minister Mehdi Bensaid, elected in the Rabat Ocean constituency, also submitted his resignation.
Four other ministers followed suit: Najwa Koukous, Minister of Family, Social Development, and Equality, elected in Casablanca’s Anfa constituency; Azzeddine El Midaoui, Minister of Higher Education, Scientific Research, and Innovation, elected in Rhamna; and Abdessamad Kayouh, Minister of Transport and Logistics, elected in southern Taroudant.
The list further includes Omar Hejira, Minister Delegate for Foreign Trade, who represents Oujda-Angad, and Rachid Hammouni, Minister Delegate for Social Inclusion, elected in Boulemane.
Their resignations reflect the legal incompatibility between parliamentary membership and government office.
The nine officials must therefore relinquish their seats in the House of Representatives rather than retain both mandates.
The move concerns officials from across the government, including the head of government and ministers responsible for key portfolios such as justice, industry, education, transport, and social affairs.
