Rabat — Parking guards in the Tangier region will no longer be operating in streets and public areas after the governor announced he will suspend granting licences. 

Younes Tazi, Wali of the Tanger-TĂ©touan-Al HoceĂŻma region, has called for the presidents of local councils to stop issuing parking licences to limit the spread of parking guards taking over public spaces in streets, alleys, and public squares and to tackle the illegal actions and negative behaviours they bring to public areas.

The governor asked officials to take the necessary measures to stop delivering these permits until a strict legal framework is established to manage vehicle parking services.

Moroccans have long condemned parking guards. “Boycott Moul Gilet” is a Facebook group with over 88,000 members where people share their unfavorable encounters with parking guards, with some calling them “lawless” or “beggars in disguise”.

In 2021, Noureddine Boutayeb, ex-Interior Minister, said that the management of parking services falls under the short-term tenure of a public property governed by a set of laws and regulations.

The “law grants local authorities, municipal councils, and their presidents the authority to organize and oversee the temporary occupation of public property,” Boutayeb explained.

In the absence of clear regulations governing this profession, car guards are likely to carry on operating illegally, much to the chagrin of drivers.
