Rabat – The Moroccan Government Council met today to review two international agreements and a related draft law presented by Minister of Foreign Affairs Nasser Bourita.

The first agreement, signed last year in Cotonou on February 15, focuses on cooperation between Morocco and Benin in fisheries and aquaculture. The council also examined Draft Law No. 15.24, which approves the agreement, according to Government Spokesperson Mustapha Baitas. 

This deal aims to strengthen collaboration in maritime training, scientific research, fisheries monitoring, fish processing industries, and aquaculture development. It includes joint programs for training, expertise exchange, and study visits to assess each country’s maritime education system.

The second agreement reinforces cooperation between Morocco and Angola in higher education, scientific research, and innovation. It promotes academic exchanges, faculty mobility, and skill development through short-term training programs. The agreement also encourages knowledge sharing on curriculum design and the establishment of higher education institutions.

Additionally, the Government Council adopted a draft decree to expand the Tanger Tech Free Export Zone, which was presented by Minister of Industry and Trade Ryad Mezzour.

Decree No. 2.25.150 amends Decree No. 2.19.345 of May 24, 2019, which originally established the free export zone. 

The expansion extends the Tanger Tech Industrial Acceleration Zone to include the communes of Laaouama and Sebt Zinat, within the Tangier-Assilah prefecture in the Tangier-Tétouan-Al Hoceima region. 

This will increase the zone’s total area to 493.95 hectares,  Government Spokesperson Mustapha Baitas concluded during a press briefing following the council meeting.
