Rabat – The Moroccan Ministry of National Territory Planning, Urbanism, Housing, and City Policy signed a partnership agreement with the National Council of Notaries on Wednesday in Rabat to enhance housing accessibility for citizens.
The collaboration is part of the final preparations leading up to the implementation of the Direct Housing Aid Program, scheduled to commence on January 1, 2024.
The agreement was signed by the Minister of National Territory Planning Fatima Ezzahra El Mansour and the President of the National Council of Notaries Hicham Sabiry.
The ministry said that the primary objective of the partnership is to ensure citizens receive support and guidance from notaries across the country throughout the process of obtaining direct housing aid between 2024 and 2028.
In addition, the agreement aims to facilitate the implementation of a notary fee structure not exceeding MAD 2,500 including taxes, down from the previous approximately MAD 6,000.
This amount covers notary fees and dossier expenses encompassing the entire process, from the establishment of the sales agreement to obtaining the property certificate. It applies to citizens seeking to acquire a house with a sale price equal to or less than MAD 300,000 including taxes.

Speaking on the sidelines of the signing ceremony, Mansouri emphasized that the collaboration marks a significant milestone in the implementation of the new direct housing aid program initiated by King Mohammed VI. She highlighted that it will strengthen support for citizens to access decent housing, fostering better social inclusion.
“The involvement of all stakeholders, particularly notaries, is crucial to ensuring the success of this Royal initiative aimed at supporting demand, boosting the real estate market, and, consequently, promoting investment in the sector,” she added.
The minister reiterated the key features of the new direct housing aid program, aimed at improving the living conditions of citizens in both urban and rural areas seeking to acquire a primary residence.
The program will contribute to enhancing buyers’ purchasing power through direct aid to lower and middle classes, with an amount of MAD 100,000 for the purchase of a property priced at no more than MAD 300,000 including taxes, and MAD 70,000 MAD for a property priced between MAD 300,000 and MAD 700,000 including taxes.
To ensure the success of the initiative, the ministry is also aiming to digitize the monitoring, management, and evaluation processes through the implementation of digital platform “Daam Sakane.”
The platform will facilitate data sharing among key partners involved in the implementation of the housing aid program, concluded the statement.
