Join on Telegram Rabat– The Government Council, chaired on Thursday in Rabat, approved a series of key decrees covering education, social security governance, telecommunications, and international cooperation.

Education and research
The Council approved Decree No. 2.25.560, amending the 2015 decree that lists universities and institutions partnered with the state in developing education, training, and scientific research.
The amendment adds two new institutions established in partnership with the state: the Higher School of Water, Energy, and Sustainable Development Technologies and the Higher School of Biomedical Engineering and Health Technologies.
The decree, presented by the Minister of Higher Education, Azzedine El Midaoui, aims to strengthen Morocco’s educational ecosystem by expanding specialized training in strategic and high-demand sectors linked to sustainability, innovation, and health technologies.
Justice and international cooperation
The Government Council was also briefed on a new cooperation agreement between Morocco and Iraq.
This agreement, signed on August 28, in Rabat, aligns with the framework of the 1983 Riyadh Arab Convention on Judicial Cooperation, which promotes coordination among member states in criminal justice and prisoner transfer matters.
The Minister of Justice, Abdelatif Ouahbi, representing the Minister of Foreign Affairs Nasser Bourita, presented both the agreement and Draft Law No. 56.25, which approves its ratification.
The agreement aims to facilitate the transfer of prisoners between Morocco and Iraq, allowing individuals convicted in one country to serve their sentences in their home nation. This initiative seeks to enhance human rights protections, maintain family and social ties for prisoners, and strengthen bilateral judicial cooperation between the two countries.
Social security governance
The Council also adopted Decree No. 2.25.641, which defines the composition and functioning of the Board of Directors of the National Social Security Fund (CNSS).
Presented by Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment, and Skills, on behalf of Nadia Fettah, Minister of Economy and Finance, the decree implements the provisions of Article 7 of Dahir-Law No. 1.72.184 of July 27, 1972, as amended, particularly by Law No. 02.24 enacted in February 2025.
The text clarifies the representation of government authorities within the CNSS board, the appointment process for state representatives under the jurisdiction of the Head of Government, and the distribution of seats at the national level among trade unions and employers’ organizations.
5G telecommunications
In a major digital development, the government approved three decrees authorizing the establishment and operation of 5G mobile networks in Morocco.
- Decree No. 2.25.876 grants a license to Itissalat Al-Maghrib (Maroc Telecom)
- Decree No. 2.25.877 to Médi Telecom
- Decree No. 2.25.878 to Wana Corporate
These licenses follow a competitive bidding process launched by the National Telecommunications Regulatory Agency (ANRT) under Law No. 24-96 on postal and telecommunications services. The procedure was preceded by the approval of technical specifications validated by the administrative committee established under Decree No. 2.25.565 on July 11, 2025.
The approvals mark another step in Morocco’s digital transition, expanding 5G connectivity and reinforcing the the North African country’s strategy to modernize its technological and regulatory landscape.
