Morocco Strengthens Governance with New Judicial and Public Sector Measures

Rabat – The Moroccan Government Council, chaired by Head of Government Aziz Akhannouch on Thursday, approved several key legislative and administrative measures aimed at strengthening governance, judicial efficiency, and public sector reform.

The Council ratified draft Law No. 01.24 on judicial experts, presented by the Minister of Justice. According to government spokesperson Mustapha Baitas, the law seeks to enhance the role of judicial expertise in promoting the quality and efficiency of judicial proceedings, reinforcing public confidence in the justice system. 

The measure also aligns with the National Charter for Justice Reform, which emphasizes improvements across various judicial sectors, including the system of judicial expertise.

In addition, the government approved Draft Decree No. 2.22.381 on internal control within ministerial sectors, presented by the Minister of Economy and Finance. This reform is part of the ongoing effort to modernize the public sector, as highlighted in several royal addresses, and aims to strengthen good governance, transparency, and accountability. 

The decree implements recommendations from the Supreme Court of Accounts and the General Inspectorate of Finance, further embedding systematic internal oversight within government institutions.

The Council also confirmed several senior appointments in key public institutions in line with Article 92 of the Constitution. Notable appointments include:

At the General Delegation for Prison Administration and Rehabilitation:

  • Mohammed Bouchhra as Director of Modernization and Digitalization

  • Benaissa Bennasser as Director of Social Action and Rehabilitation for Reintegration

  • Abderahim Rahouti as Director of the National Training Institute for Prison Administration and Reintegration Staff

At the General Directorate of Roads (Ministry of Equipment and Water):

  • Meriem Boucetta as Director of Road Studies, Development, and Research

These appointments and legislative reforms reflect the government’s continued commitment to strengthening institutional efficiency, promoting judicial excellence, and modernizing public administration.
