Morocco Signs New Deal to Modernize Citizen Reception Services at Police Facilities

The agreement aims to fund and roll out modern digital and physical infrastructure across police services at both the central and regional levels.

Casablanca — Morocco’s Ministry of Digital Transition and Administrative Reform and the General Directorate of National Security signed a new framework agreement in Rabat on Wednesday aimed at improving how citizens are received and served at police facilities across the country.

The agreement was signed at DGSN’s new headquarters in Rabat by Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni and DGSN Director General Abdellatif Hammouchi, according to a joint statement. It forms part of efforts to upgrade public service infrastructure in line with royal directives focused on improving reception conditions and service quality in public administrations.

Under the agreement, the two institutions will work together to develop and finance model programs as well as digital and physical infrastructure capable of receiving citizens according to modern standards. The objective is to gradually extend these programs to police services nationwide, both at the central and regional levels.

The partnership also seeks to strengthen institutional cooperation around the modernization of police public services and support the broader digital transformation of Morocco’s public sector. Officials said the initiative is intended to help deliver more accessible and higher-quality services while reinforcing principles of good governance and citizen-centered policing.

The new agreement comes amid a wider push by Moroccan authorities to expand digital public services. In April, Morocco and the European Union launched a Digital Dialogue focused on cooperation in digital infrastructure, artificial intelligence, and e-government services. The initiative supports the implementation of Morocco’s Digital Morocco 2030 strategy.

The DGSN has also signed several cooperation agreements in recent weeks aimed at simplifying administrative procedures and expanding digital services for the public. One agreement concluded in May with the Ombudsman Institution focused on improving service delivery and making administrative procedures faster and easier for citizens.

The latest partnership follows earlier cooperation between the ministry and DGSN on digital identity and e-government services, part of ongoing efforts to modernize interactions between citizens and public institutions.
