Rabat – Morocco is set to reinforce its cybersecurity architecture as authorities seek tighter control over risks that target public digital infrastructure.

Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni confirmed that a Cybersecurity Operations Center (SOC) will soon come into service. The structure will ensure constant oversight of sensitive administrative systems and platforms, marking a new phase in the country’s approach to digital security.

The center will operate in close coordination with the General Directorate for Information Systems Security (DGSSI). It will monitor security events across government networks and centralize data collected from servers, applications, and network equipment. 

This system will allow early detection of intrusion attempts, faster response to incidents, and more precise technical investigations to trace cyberattacks.

The minister also pointed to closer coordination with national entities responsible for cyber defense, including the unit in charge of monitoring, detection, and response to cyber threats.

The announcement followed a written question from Idriss Sentissi, head of the Haraki group in the House of Representatives. In her reply, Seghrouchni restated her department’s objective to secure public information systems in line with national laws and existing directives.

The ministry’s plan relies on three main pillars.

The first pillar targets prevention. Authorities plan to address vulnerabilities across digital platforms with support from a national consultancy firm. The plan also includes alignment with national cybersecurity standards, adoption of a structured risk management policy, and integration of security requirements into all new digital systems at the design stage.

To support this effort, the ministry relies on advanced protection tools such as next-generation firewalls, intrusion detection systems, and regular penetration tests. Technical audits will also assess the resilience of systems against potential attacks.

The second pillar concerns governance. It aims to strengthen the role of information systems security officers within public institutions, ensure follow-up of cybersecurity action plans, and produce regular assessments of risks faced by public entities.

The third pillar focuses on awareness and training. In coordination with DGSSI and specialized centers, the ministry conducts awareness campaigns for civil servants, integrates cybersecurity into continuous training programs, and provides practical guides on the safe use of email and digital tools.

Through this three-part strategy, Morocco seeks stronger protection for its digital ecosystem and a more proactive response to cyber threats, as public services rely more on digital platforms and risk exposure continues to grow.
