Rabat – Morocco’s National Agency for the Strategic Management of State Participations and the Monitoring of the Performance of Public Establishments and Enterprises (ANGSPE) has published the second edition of its State Shareholder Report for the 2024-2025 financial year.

The agency announced the publication on October 9, through its official website. The report examines the state’s role as a shareholder and its management of public establishments and enterprises (EEP), which operate across several sectors of the Moroccan economy.

The publication forms part of the agency’s work to improve the management of the state’s holdings and monitor the performance of public entities under its remit.

The ANGSPE manages the state’s strategic participations and assesses the performance of public establishments and enterprises. Its responsibilities also include protecting the state’s financial interests as a shareholder and improving governance across the public portfolio.

Public sector reform and state ownership

The Moroccan agency operates within the framework of Morocco’s public sector reform, which seeks to improve the efficiency and coordination of public establishments and enterprises.

The reform also aims to strengthen governance, improve transparency and establish a clearer framework for the state’s role as a shareholder.

Morocco adopted its State Shareholding Policy in December 2024 through Decree No. 2-24-1090. The policy sets out the state’s strategic objectives as a shareholder, its role in the governance of public entities and the principles guiding the management of its participations.

The policy calls for a more strategic approach to public holdings, with greater attention to performance, transparency, cooperation between entities and the value of public assets. It also seeks to strengthen the contribution of public enterprises to economic and social development.

The ANGSPE plays a central role in implementing this framework and monitoring public entities within its portfolio.

According to information published on the agency’s website, its portfolio comprises 57 public establishments and enterprises grouped into five areas of activity. These include infrastructure, transport and logistics; mining, water, energy and industry; finance, investment and banking; digital services, media and telecommunications; and territorial development, agriculture and real estate.

The agency also works on several reform projects, including improving governance within public enterprises, consolidating the state shareholder’s financial accounts and developing systems to evaluate institutional performance.

Its work includes supporting the transformation of certain public establishments into joint-stock companies and overseeing changes to the composition of the state’s portfolio.
