Morocco Allocates MAD 44.2 Billion to Social Protection in 2027 Budget

Rabat – Morocco plans to allocate MAD 44.2 billion ($4.5 billion) to social protection in 2027 as the government seeks to strengthen household purchasing power, improve public services, and advance its social reform agenda.

Finance Minister Fouzi Lekjaa presented the draft Finance Bill for 2027 on Friday before the House of Representatives’ Finance and Economic Development Committee, outlining five priorities that will guide the government’s economic and social policies.

The first priority focuses on strengthening the foundations of a sustainable social state. Alongside the social protection budget, the government plans measures to support household incomes, upgrade the healthcare system, improve education and vocational training, and expand access to decent housing.

The second priority targets young people, with a focus on reducing school dropout rates and improving access to education, training, and decent employment. The proposed approach seeks to provide young people with clearer pathways back to school, into vocational training, or toward employment and entrepreneurship, supported by stronger coordination and governance.

The government also plans to accelerate advanced regionalization and launch a new generation of integrated territorial development programs. These initiatives are expected to mobilize MAD 210 billion over eight years, with a focus on job creation, improving access to basic services, and reducing regional disparities.

The program will be accompanied by stronger contractual arrangements between the central government and regional authorities, as well as faster implementation of the national charter on administrative deconcentration.

A fourth priority centers on strengthening Morocco’s sovereignty in water, energy, food, and digital technologies.

On water security, the government aims to raise the country’s dam storage capacity to more than 24 billion cubic meters by the end of 2027. It also plans to accelerate seawater desalination projects, targeting capacity exceeding 1.8 billion cubic meters by 2031, while expanding the reuse of treated wastewater.

In the energy sector, the government aims to increase renewable sources to 52% of installed electricity capacity by 2030. The strategy also includes implementing the natural gas roadmap and developing green hydrogen.

Food security measures will focus on anticipating domestic demand for essential food products, strengthening national production of seeds and fertilizers, and supporting the rebuilding of Morocco’s livestock population.

The fifth priority seeks to build a stronger economy capable of financing the country’s social ambitions while preserving macroeconomic and financial stability.

The government intends to continue investing in road, rail, and port infrastructure while strengthening domestic industry and productive sovereignty. Measures include reducing reliance on imports and increasing the integration of local suppliers into industrial value chains.

Private investment is also expected to play a greater role in generating economic growth and employment. To support this objective, the government plans to accelerate projects covered by investment agreements with the state, simplify procedures for investors, and provide greater support to very small, small, and medium-sized enterprises.

The final priority also includes restructuring the public portfolio to strengthen its investment capacity and encourage greater private-sector participation.

Together, the five priorities set out in the 2027 draft Finance Bill seek to combine social spending, employment creation, territorial development, strategic sovereignty, and private investment within the government’s broader economic agenda.
