HCP: Moroccan Households Dissatisfied with Public Services

Rabat – Despite an improvement in Moroccan household opinions, their views on public service continue to be predominantly negative, according to the latest consumer confidence survey by Morocco’s High Commission for Planning (HCP).

Rabat – Despite an improvement in Moroccan household opinions, their views on public service continue to be predominantly negative, according to the latest consumer confidence survey by Morocco’s High Commission for Planning (HCP).

Annually, HCP conducts surveys on households’ opinions regarding different services such as health care, education, and public administration along with human rights situation, environmental protection, and living conditions, Morocco’s Press Agency (MAP) reported on January 14.

In 2021, 61% of Moroccan households reported a deterioration in the quality of health services while 15.1% of the surveyees perceived an improvement in the services. In 2020, HCP recorded 60.2% and 11.4% respectively which led the balance of positive and negative opinions to move from -48.9 points in 2020 to -45.9 points in 2021, MAP stated. The balance’s negative mark reflects the dominance of negative opinions. 

The statement added that 56.9% of households remarked a deterioration of education services against 21.5% of households that shared opposite opinions

HCP also concluded that 55.2% of households noted a decline in the quality of administrative services in 2021 while 20.8% held a more positive opinion. Overall, the statement shared that the balance of positive and negative opinions increased by 6.2 points in 2020-2021.

The survey also reflects a public dissatisfaction in terms of human rights. 18.2% of households noted a deterioration of the human rights situation in the country in 2021 compared to 15.8% of them in 2020. 

In addition, HCP’s survey provided quarterly data on household perceptions of other aspects of living conditions.

In the fourth quarter of 2021, only 15.2% of households expected to save over the next 12 months. In the same period, 96.2% of households reported an increase in food prices over the past 12 months while 78.6% of households lamented an ongoing increase in food prices, MAP said. 

Despite the dominance of negative opinions in the survey, HCP found that 52.7% of households held positive opinions regarding the situation of environmental protection in Morocco. 

Overall Moroccan households continued to express dissatisfaction with public services (i.e., health care, education, administrative services), the human rights situation, and living conditions. However, the household opinions were predominantly positive in relation to environmental protection.
