Fez- Anis Birou, who was appointed on Thursday Minister in charge of Moroccans living abroad and migration affairs, was born on January 10, 1962 in Berkane.
Mr. Birou Holds a statistician -economist engineering degree with rank of Chief Engineer. From 1982 to 1985, he was in charge of the statistical documentation service in the Department of Planning and Studies in the Ministry of Public Works before being appointed head of department of structuring of prices in 1990.
From 1993 to 1995, he served as a management consultant at the Directorate General of Water, then head of the central organizational unit in the Ministry of Public Works from 1995 to 1997.
Mr. Birou was appointed Chief of Staff of the Secretary of State for national solidarity from 1997 to 1998 and Chief of Staff of the Minister of Higher Education, Executive Training and Scientific Research from 1998 to 2002.
From 2002 to 2003, he served as Director of the National Office of Social and Cultural Academic works, before being appointed in 2003 Secretary General of the Ministry for the Modernization of Public Sector. He held this post until June 8, 2004, when he was appointed Secretary of State to the Minister of National Education, Higher Education, Executive Training and Scientific Research, in charge of literacy and non-formal education.
On October 15, 2007, Mr. Birou was appointed Secretary of State to the Minister of Tourism and Handicrafts, in charge of handicraft. He held this post until January 2012.
