Rabat – As part of the development of the “Education and Training for Employability” project established under the Second “Compact II” Cooperation Program between the Government of the Kingdom of Morocco and the Government of the United States of America, represented by Millennium Challenge Corporation (MCC), the Millennium Challenge Account-Morocco (MCA-Morocco) Agency launched a call for projects on May 30, 2017,for projects to be funded by the CharakaFund.

The Charaka (or “partnership”) Fund, with an overall budget of $103.72 million, will support initiatives to create or expand vocational training centers managed under a public-private partnership (PPP), as well as initiatives to rehabilitate public vocational training centers and their conversion from a standard management model to a PPP management model that responds to a demand for private sector human resources.

The call for projects, which closes on September 15,2017, is targeted to public partners (public training providers, public establishments or enterprises, public vocational training establishments, regions and/or other local and regional authorities), private partners (associations or federations), to which support partners (private vocational training institutions, NGOs or any other non-profit organization / institution operating in the field of training and skills), as well as financial partners and any technical partner (i.e., consulting firm, international training institution leading in the field of intervention of the proposed projects) with the expertise and experience required to support the partners PPP in the implementation of their projects.

Information and orientation meetings will be organized in partnership with the State Secretariat for Vocational Training in the cities of Casablanca, Agadir, Tangiers and Fez, on June 14, 15, 20 and 22, 2017, respectively. Potential candidates can learn about the purpose and objective of the Charaka Fund, the eligibility criteria to be met by candidates, projects and activities that may qualify for funding, and the preparation, submission and evaluation of proposed projects.

The creation of the Charaka Fund is one of two components of the “vocational training” activity, which is part of the “Education and training for employability” project aimed at strengthening the employability of young people through the improvement of the quality of secondary education and vocational training and their adaptation to the needs of the productive sector.

The Charaka Fund, together with the “Land Productivity” project, are the two pillars of the Compact II, concluded on November 30, 2015, aimed at improving the quality of human capital and land productivity.

The U.S. contribution to the five-year cooperation compact is $450 million; the Moroccan government is contributing about $67.5 million.
