Morocco, Germany to Expand Counterterrorism Cooperation

Rabat – Morocco and Germany have agreed to expand security cooperation to halt organized crime, including terrorism, human trafficking, cybercrimes, and fraud.

A statement from Morocco’s General Directorate of National Security (DGSN) said that the bilateral active cooperation is based on the exchange of expertise and mechanisms to allow the detection and identification of extremism, terrorist organizations, and recruiters.

Morocco and Germany also set up a joint committee after the two countries decided to cooperate in all fields, particularly security.

The committee includes the International Police Cooperation Center at the DGSN and liaison offices assigned to the Germany Embassy in Rabat.

“This committee was created for the implementation of the recommendations discussed during the meeting between the Moroccan Director General of National Security and Territorial Surveillance (DGSN-DGST) and the President of the German Federal Police on June 10 in Morocco,” DGSN said.

In addition, Rabat and Berlin also emphasized the importance of strengthening cooperation in terms of technical assistance, including the transfer of technology and police equipment to develop expertise through training.

Both countries also agreed to develop security cooperation in accordance with the “aspirations and commitments of common interest, and to protect against all threats to the security of both countries and their citizens,” DGSN concluded.

Morocco’s counterterrorism approach frequently receives positive feedback from the international community. In annual reports published by the US State Department, Morocco’s counterterrorism mechanism is described as “comprehensive” to mitigate terror threats in the region.

Diplomatic ties between Germany and Morocco have been improving following year-long tensions.

Last year in May, Morocco recalled its ambassador to Berlin for consultations, accusing Germany of “antagonistic” activism against Rabat’s territorial integrity and sovereignty over Western Sahara.

However, the new German government worked to overcome the tensions with Morocco and expressed support for the country’s Autonomy Plan as a viable contribution to the UN-led political process.

Following Germany’s positive position, Morocco decided to open a new roadmap of cooperation between the two countries, based on transparency, mutual respect, and compromise.
