Rabat – Morocco’s Minister Delegate in Charge of the National Defense Administration, Abdeltif Loudyi, chaired on Tuesday a meeting of the Board of Directors of the Military Housing and Equipment Agency (ALEM).
The meeting focused on presenting the activity report for 2022, unveiling the three-year action plan for 2023-2025, and discussing the draft budget for 2023.
In his opening statement, Loudyi commended ALEM for its efforts in promoting and facilitating access to housing for members of the Royal Armed Forces and civilian personnel of the National Defense Administration.
The minister emphasized the need to continue supporting the actions of various ministerial departments and public institutions in executing the Agency’s programs in line with Royal Instructions.
During the meeting, the Board members expressed their contentment with the substantial number of investment projects initiated between 2007 and 2022 that aim to enhance the socio-economic conditions of the Royal Armed Forces and ensure their access to adequate housing.
Regarding the activity report for 2022, the Board members expressed their satisfaction with ALEM’s accomplishments in carrying out housing projects, both in terms of rental housing and home ownership.
Notably, the rental staff-housing program has resulted in the construction of 15,700 units, with an impressive completion rate of 98%.
Regarding home ownership, by the end of 2022, a total of 75,500 soldiers had purchased housing from ALEM, its subsidiaries, and real estate development partners. Of these beneficiaries, 39,500 received financial assistance from the State.

Additionally, ALEM relocated several military installations, freeing up a substantial amount of land. This development has presented valuable opportunities for urban development projects across various cities in the Kingdom.
In a further demonstration of support, King Mohammed VI instructed the Agency to carry out a nationwide initiative granting free plots of land to a select group of members from the Hassan II Foundation. These individuals also enjoy exemptions from registration and land registration fees.
Looking ahead, ALEM has outlined a comprehensive three-year action plan for 2023-2025.
The plan entails an investment program totaling MAD 3.8 billion, with MAD 1.5 billion financed through State aid and MAD 2.3 billion from internal resources.
This program aims to continue providing assistance to 6,000 beneficiaries annually, implement the “Chouhada” operation, and expedite the resolution of old disposable housing stock and irregular housing on ALEM land.
The conclusion of the meeting witnessed the expression of loyalty and allegiance to King Mohammed VI, with a letter of gratitude being addressed to him on behalf of the ALEM Board of Directors.
