Rabat – Morocco has emphasized the need to expedite the institutional reform of the African Union (AU), underscoring that this reform is closely linked to the successful implementation of the second ten-year plan of the organization’s Agenda 2063.
Morocco’s Ambassador and Permanent Representative to the African Union and the United Nations Economic Commission for Africa, Mohamed Arrouchi, made the call during the ministerial retreat on Agenda 2063, held in Kigali from October 1 to October 3.
Arrouchi highlighted the pivotal role of the AU and its various bodies in overseeing and supporting the execution of the continent’s development agenda.
He emphasized that achieving the vision of the “Africa we want” hinges on strong participation from regional economic communities, all while considering the unique characteristics of African nations when shaping the objectives of the upcoming plan.
“Effective cooperation between the African Union Commission, the African Union Development Agency, the regional economic communities, member states, continental institutions, and civil society remains essential to realising the goals of Agenda 2063,” Arrouchi stressed.

In the face of unprecedented challenges across the continent, the ambassador urged the AU to “demonstrate creativity” in implementing, tracking, and evaluating the second Ten-Year Plan. He called for an acceleration of development strategies and programs targeting food, energy, and health security.
He also emphasized the importance of maintaining good neighborliness and non-interference in the internal affairs of member states, stressing that these principles must be upheld while considering the interests of the continent and its citizens.
The ministerial retreat in Kigali aims to foster discussions and seek strategic guidance regarding the outcomes of the Agenda 2063 project.
This includes evaluating the achievements of the first ten-year plan and the formulation of the second ten-year plan to advance the implementation of the agenda.
