Rabat—Morocco has been re-elected to the presidency of the International Narcotics Control Board (INCB). The decision, made by the board members during its 140th session in Vienna, will see Professor Jallal Toufiq continue representing the Kingdom in this role.
This re-election underscores Morocco’s active participation in the global dialogue on implementing international drug control conventions. Toufiq’s leadership highlights the nation’s commitment to enhancing sub-regional, regional, and international cooperation in combating drug abuse and trafficking.
The INCB, established by the Single Convention on Narcotic Drugs of 1961, is an independent, quasi-judicial body responsible for monitoring the implementation of United Nations international drug control conventions.
It evolved from the Permanent Central Narcotics Board and the Drug Supervisory Body, and was created under the 1925 and 1931 conventions. The board’s mandate includes ensuring that governments comply with treaty provisions and recommending corrective actions as necessary.
Members of the INCB include ten individuals elected from nominations by member governments and three experts in medicine, pharmacology, or pharmacy nominated by the World Health Organization (WHO).
Each year, the INCB publishes a detailed report assessing the global drug control situation. This report synthesizes data from governments, UN agencies, specialized institutions, and other international bodies to evaluate compliance with drug control treaties.
The board’s recommendations serve as a guide for nations striving to address and mitigate drug-related challenges.
Morocco’s re-election to the INCB presidency signifies its continued involvement in shaping drug policies and fostering international cooperation. Under Professor Toufiq’s leadership, the board is expected to maintain its oversight and provide strategic guidance to member states.
