Rabat – For the first time, Korea will be hosting the leaders of African nations at the Korea-Africa Summit 2024 on June 4-5, a landmark event that will mark a new chapter in their relations.
Held under the banner of “The Future We Make Together: Shared Growth, Sustainability, and Solidarity,” the Summit reflects a growing strategic partnership driven by mutual interest and a shared vision for the future.
The timing of the Summit couldn’t be more opportune. Both Korea and Africa stand at fascinating crossroads in their respective journeys.
Rising from the ashes of the Korean War, the nation embarked on a path of rapid economic development, becoming a global leader in technology and innovation. This period, often referred to as the “Miracle on the Han River,” serves as an example, particularly for African nations seeking their own paths to prosperity.
However, Korea’s ambitions extend beyond replicating its own success story. As Korean Foreign Minister Cho Tae-yul, was quoted on the Summit’s website about the significance of the event. “At a time when the influence of the ‘Global South’ has never been greater, partnering with Africa, whose strategic importance is on the rise, is not a matter of choice but of necessity”
With a population where over 60% are under the age of 25, Africa represents a dynamic demographic force. Coupled with its vast natural resources and the recent establishment of the African Continental Free Trade Area (AfCFTA), creating a single market of 1.4 billion people, Africa is poised to be a major player in the global economy.
The Summit offers a platform for Korea to tap into this potential, fostering mutually beneficial partnerships and contributing to Africa’s rise as a global economic powerhouse.
Beyond economics: A partnership built on trust
The significance of the Korea-Africa Summit extends beyond mere economic pragmatism. The Korean foreign minister has further elaborated upon the strategic importance of Africa, highlighting its “untapped potential” and its role as a “key partner” in Korea’s ambition to become a “Global Pivotal State.”
However, what truly sets this partnership apart is Korea’s lack of a colonial past in Africa. This positions Korea as a genuine collaborator, offering its “development experience” as a source of inspiration and emulation for African nations.
This willingness to share knowledge and expertise, rather than exploit resources, fosters a sense of trust and respect that forms the bedrock of a strong and sustainable partnership.
The Summit aims to unlock avenues for “shared growth” across a wide range of sectors. Korea’s expertise in technology, infrastructure development, and e-government can significantly contribute to Africa’s ambitious plans for modernization and economic advancement.
Africa, in turn, offers Korea access to a vast and growing market, along with abundant natural resources critical for Korea’s continued technological innovation.
However, the 2024 Korea-Africa Summit recognizes that a strong partnership extends beyond economic prosperity. Both regions acknowledge the urgency of addressing global challenges like climate change, food security, and supply chain disruptions.
Korea’s advancements in renewable energy technologies present opportunities to collaborate with African nations on transitioning to cleaner energy sources and building climate-resilient infrastructure.
Additionally, partnerships in agricultural development and technology can help ensure food security for both regions.
Morocco: an African gateway and key partner
With specific reference to Morocco, Korea sees the country not only as a gateway to Africa, but also as a natural partner. While political relations are strong, economic cooperation remains at a relatively nascent stage. Trade figures highlight this disconnect, with total trade amounting to a mere $620 million.
However, the future holds opportunity. Promising sectors like the automotive industry offer fertile ground for collaboration, with Korea acknowledging Morocco’s success as a regional player.
The highly anticipated Marrakech-Agadir high-speed rail link is of particular interest to Korean firms, with Korean companies already involved in the design phase and Hyundai Rotem eyeing participation in rolling stock tenders.
Climate cooperation is another priority. Korea aspires to conclude an agreement promoting investment in the low-carbon economy, a proposal met with receptiveness from Moroccan authorities.
A foundation built on historical solidarity
The Korea-Africa relationship is not merely a recent development driven by economic considerations. It is built on a foundation of historical solidarity that transcends mere pragmatism.
During the Korean War in the 1950s, several African nations extended invaluable support. Ethiopia deployed troops, South Africa dispatched air squadrons, and Liberia and Egypt provided logistical assistance.
This act of solidarity during a time of great need forged a lasting bond between Korea and Africa. These ties deepened through cultural and political exchanges, culminating in the present-day partnership.
Since the 1990s, Korea has actively strengthened its diplomatic presence in Africa. The establishment of the Korea International Cooperation Agency (KOICA) facilitated extensive collaboration on diverse development projects, focusing on infrastructure development, healthcare, and education.
Furthermore, attaining observer status with the African Union (AU) in 2005 opened doors for more comprehensive collaboration on regional issues, peacebuilding initiatives, and continental integration efforts.
Initiatives like “Korea’s Initiative for Africa’s Development” launched in 2006, and platforms like the Korea-Africa Economic Cooperation (KOAFEC) Ministerial Conference and the Korea-Africa Forum (KOAF), established in 2006, further solidified Korea’s commitment to Africa’s development and prosperity.
As Korea and Africa stand poised for a future brimming with possibilities, the Summit presents a unique opportunity to solidify their partnership for shared prosperity, sustainability and a more peaceful future.
