Rabat – A new report from Action for Humanity, a UK-based humanitarian organization, reveals alarming insights into the conditions facing displaced Palestinians in Gaza amid ongoing military actions.

Based on comprehensive interviews and surveys with internally displaced persons (IDPs) in the region, the report suggests that recent evacuation orders and so-called humanitarian safe zones may be contributing to an increasingly dire humanitarian crisis for civilians.

The findings highlight the immense obstacles that vulnerable populations face when attempting to comply with evacuation orders issued by Israeli forces.

According to the report, 15% of surveyed IDPs were physically unable to evacuate due to disabilities, caregiving duties, or advanced age.

For these individuals, the swift and often limited-warning evacuations — with 35% of respondents reporting less than an hour’s notice — present nearly insurmountable barriers.

Multiple displacements are now a frequent part of daily life in Gaza, with 98% of respondents indicating they have been forced to relocate more than once due to safety concerns, and nearly one-quarter (24%) reporting displacement ten or more times within the last year alone.

Nearly 30% received evacuation orders while asleep, creating a heightened sense of disorientation and fear among families.

Conditions within designated humanitarian zones are described as “poor” or “very poor” by 73% of respondents, with severe shortages of essential resources reported across the board.

The report details that four in five people have limited access to food, while two-thirds report difficulty obtaining clean drinking water.

Additionally, 80% of surveyed IDPs have inadequate access to medical care, compounding the risks for those already in fragile health.

According to Action for Humanity’s Director of Communications and Advocacy, Charles Lawley, these conditions represent more than a failure of humanitarian efforts.

“Gaza is being erased in plain sight,” Lawley stated, pointing to evidence of an expanding Israeli military presence within Gaza that includes roads and bases now covering approximately 26% of the territory. Lawley argued that this signals intentions for a more permanent control of the region.

“The so-called evacuation orders do little to ensure safety,” he continued. “For the disabled, elderly, and those without financial means, these orders effectively trap them in harm’s way.”
