DGSN Issued Record 4.6 Million Digital IDs, Slashed Crime Rates in 2024

Doha – The General Directorate of National Security (DGSN) released its annual report for 2024, which details significant advancements in Morocco’s digital transformation and security infrastructure.

The report published today outlines substantial progress in digital identity services, crime prevention, technological modernization, international cooperation, and community policing initiatives.

Digital revolution transforms public security services

In a major overhaul of citizen services, the DGSN issued nearly 4.7 million electronic national identity cards in 2024, with 3.4 million produced at the Rabat issuance center and 1.2 million at the new Marrakech facility.

The agency expanded its digital infrastructure, implementing the second phase of its electronic identity system through the “Trusted Third Party Identity Verification” platform.

The digital transformation initiative resulted in 17 framework agreements with key institutions, including Bank Al-Maghrib, professional banking groups, and healthcare providers.

More than 30 public and private institutions received direct authorization to use the verification platform, integrating essential services such as criminal records, prison administration, and foreign trade.

To ensure accessibility in remote areas, the DGSN deployed 80 new mobile units equipped with identity document processing capabilities, serving over 130,000 citizens.

Special operations assisted natural disaster victims, including earthquake-affected residents in Al Haouz and flood victims in Tata and eastern Morocco.

The agency also expanded its international reach, establishing 71 centers at diplomatic missions that processed 219,408 electronic identity cards for Moroccan expatriates.

The new E-Police digital portal launched in 2024, offering integrated services including criminal record requests and appointment scheduling for identity documents.

Crime prevention and security enhancement

The DGSN reported significant progress in crime prevention, with violent crimes dropping 10% compared to the previous year.

Law enforcement agencies documented 755,541 criminal cases, achieving a remarkable 95% resolution rate. Violent crimes constituted only 7% of total cases, with 49,838 incidents resulting in 29,959 arrests.

Police forces dismantled 947 criminal networks involved in organized crime, arresting 1,561 individuals.

The year saw substantial decreases across various crime categories: armed robberies fell 24%, vehicle theft decreased 20%, and violent theft cases declined 12%. Sexual assault cases dropped 4%, while drug-related crimes decreased 7%.

Drug enforcement operations yielded significant results, with authorities seizing 123.9 tons of cannabis, 1.9 tons of cocaine, and over 1.4 million psychotropic pills.

The police disrupted 123 human trafficking networks, an increase of 2% from the previous year, and prevented 32,449 attempted illegal migration cases.

Cybercrime units handled 8,333 cases, marking a 40% increase, while sexual extortion cases decreased by 23%. The newly launched “E-Blagh” platform received 12,614 reports related to online crimes since its June 2024 inception.

Technological modernization and infrastructure development

The DGSN implemented an integrated urban surveillance system across major cities, deploying over 4,300 body cameras and vehicle-mounted cameras connected to new command centers.

The agency acquired 26 drone systems for border surveillance, focusing on combating illegal migration, human trafficking, and drug smuggling.

Construction of the new DGSN central headquarters in Rabat reached 90% completion, with inauguration planned for 2025.

The agency established 19 new security facilities, including upgraded regional security offices in Nador and new police stations in Al Hoceima, Souk Sebt, Fez, and Marrakech.

The Scientific and Technical Police Laboratory maintained its ISO 17025 certification, processing 21,859 scientific expertise requests. The digital forensics division handled 7,332 cases involving 29,182 electronic devices, marking an 18% increase from the previous year.

International cooperation and future initiatives

The DGSN strengthened its international presence by securing the position of Vice President for Africa at Interpol during the 92nd General Assembly in Glasgow. The agency signed cooperation agreements with multiple countries, including Brazil’s Federal Police and Abu Dhabi Police.

Looking ahead to 2025, the DGSN plans to inaugurate its International Police Training Center in Ifrane, serving as a regional hub for law enforcement training. The agency will establish six regional scientific police laboratories and digital forensics centers across major cities.

In preparation for hosting major sporting events, including the 2025 Africa Cup of Nations and 2030 World Cup, the DGSN is enhancing its sports security infrastructure. Plans include establishing specialized units in host cities and participating in Interpol’s STADIA program for major event security expertise.

Professional development and community engagement

The agency conducted extensive recruitment and training programs, with 93,415 candidates participating in various police service examinations.

The DGSN appointed 4,893 new police officers across different ranks and specializations, including seven senior commissioners with doctoral degrees.

Community engagement initiatives included the fifth annual Open Days event in Agadir, attracting over 2.1 million visitors and 25 million online views.

The DGSN’s social media presence grew to nearly 1.2 million followers across platforms, publishing 534 content pieces and addressing 208 cases of violent online content.

The agency’s school outreach program reached 246,116 students across 2,956 educational institutions, focusing on crime prevention and cybersecurity awareness.

These initiatives reflect the DGSN’s commitment to maintaining strong community relations while modernizing its security infrastructure.
