Rabat – Morocco and Saudi Arabia formalized on Monday a new partnership to advance government digital transition, with the signing of a memorandum of understanding in Riyadh.
The agreement, signed by Amal El Fallah Seghrouchni, Morocco’s Minister Delegate for Digital Transition, and Abdullah bin Amer Al-Swaha, Saudi Minister of Communications and Information Technology, notes a shared commitment to expanding e-government services and fostering technological innovation.
The partnership aims to boost bilateral cooperation by promoting research, the adoption of cutting-edge digital solutions, and the exchange of best practices.
As part of the agreement, both countries have pledged to focus on building specialized capacities to support sustainable digital infrastructure.

This agreement comes during the 19th edition of the UN Internet Governance Forum, taking place in Saudi Arabia from December 15 to 19, where the two ministers held discussions on deepening technical collaboration.
The forum will spend the next days addressing critical issues surrounding technology, focusing on both the opportunities and risks in the digital realm. Key discussions will explore how to harness innovation while managing challenges like cybersecurity and privacy.
Over 300 sessions and workshops will tackle topics such as international policy trends in internet governance, underlining the latest developments and ongoing challenges in the digital landscape.
The forum has attracted over 10,000 participants from 160 countries, alongside 1,000 international speakers, making it an impactful global event in shaping the future of Internet governance.
Morocco’s active participation in the forum mirrors its expanding influence in digital innovation and global internet governance. By advancing its national objectives, Morocco is reinforcing its role as a key actor in Africa’s digital transformation.
