Rabat – Minister of Youth, Culture, and Communication Mohamed Mehdi Bensaid signed on Thursday morning a partnership agreement with Secretary of State for Housing Adib Benbrahim and Al Omrane CEO Hosni Ghazouani to support young Moroccans seeking affordable housing.
The initiative targets beneficiaries of the “Pass Jeunes” program, a government effort to improve youth mobility, cultural access, and housing opportunities.
The “Pass Jeunes” is a free mobile app designed for Moroccans aged 16 to 30. It offers a range of benefits to make cultural, sports, transport, and accommodation services more accessible across the country.
Towards better youth engagement
During today’s signing, Bensaid described the agreement as a major step in expanding the services available to young people. “As you know, the Ministry of Youth launched the generalization of ‘Pass Jeunes’ services over a month ago,” he said.
“We had promised at the time to introduce new services each month, recognizing that young people have different needs. Today, we are pleased to sign this partnership, which is a real effort from both the ministry and Al Omrane,” the minister added.
Meanwhile, Al Omrane CEO, noted the social mission behind this initiative is “ offering young Moroccans the opportunity to access decent housing, while also encouraging Moroccan youth to invest in lands under preferential conditions and prices.”
The Secretary of State for Housing also expressed his commitment to the program. “This partnership supports the program launched by the Ministry of Youth,” he said.
“Of course, under the guidance of His Majesty King Mohammed VI, the Ministry is contributing to this program by offering certain benefits to young people, through Al Omrane.”
This agreement follows national directives to provide better prospects for young people, particularly those from disadvantaged backgrounds. It reflects the 2021-2026 government program’s focus on youth inclusion and social advancement.
Housing discounts and opportunities
This agreement, which applies both to young Moroccans living in Morocco and those living abroad, gives a 5% discount on all Al Omrane housing projects by virtue of the “Pass Jeunes” card.
There will also be an additional 2% discount in the case of promotional offers. Reductions will vary between MAD 15,000 and MAD 100,000, though larger reductions can be made for apartments whose prices are above MAD 2 million.
Eligible housing projects cover several cities and regions, including Fez, Meknes, Rabat, Casablanca, Laayoune, Oujda, and Tetouan, among others. Other apartments and land plots are part of the offer that will be offered to young buyers.
Beyond housing
Entry programs for the youths into the job market are also part of this partnership. Al Omrane has for instance pledged to provide a space for interns within its establishment to let the youth explore their industry of choice.
One of the biggest concerns for young people is entering the job market. “To do that, they often need experience, which is not always easy to gain,” Bensaid explained.
“Al Omrane is opening its doors to provide internships across the country. These will give young people the skills and experience needed to integrate into the job market, within a recognized state institution that plays a key role in housing development.”
Combining housing support with professional opportunity, this agreement offers much more to young Moroccans than just a house; it is meant to open them to economic and social stability.
