Doha – Representatives from Morocco recently visited the US Army Corps of Engineers Headquarters to enhance their knowledge of disaster preparedness and emergency management systems.

The delegation participated in detailed discussions about USACE’s emergency response protocols, navigation mission, and public affairs operations.

According to an official statement, the Moroccan officials were part of the Department of State’s International Visitor Leadership Program (IVLP), the foundational professional exchange initiative of the US government.

The program aims to advance American national security priorities while building lasting relationships between US and international leaders across government, business, and academic sectors.

“The International Visitor Leadership Program builds long-term relationships between Americans and international leaders,” stated USACE officials during the visit, noting that these exchanges help foster mutual trust between countries.

The visit is part of a broader pattern of intensified diplomatic engagement between Rabat and Washington. The USACE currently supports emergency preparedness in 40 countries through its International Disaster Preparedness Program.

Since the mid-1990s, the organization has conducted over 360 events to strengthen national-level capabilities and improve civil-military cooperation for disaster response.

This collaboration fits within the broader context of US-Morocco relations, which date back to the 18th century when Morocco became the first country to recognize American independence.

Security cooperation has become a defining pillar of the bilateral relationship, with the annual “African Lion” drills serving as a key indicator of strategic alignment—especially in light of Washington’s recognition of Moroccan sovereignty over its southern regions.

USACE provides its international support through its Interagency-International Services Division, helping countries like Morocco develop stronger emergency management capabilities while reinforcing the historic alliance between the two countries.
