Rabat — The Cité des Métiers et des Compétences de Casablanca-Settat (CMC-CS) and OTED have joined forces to launch the Nouaceur Territorial Innovation Lab (NOTIL).
The groundbreaking initiative aims to revolutionize territorial development through collective intelligence and collaborative innovation, representing “a unique model of open innovation for sustainable territorial impact,” according to a statement.
The innovation lab’s participatory approach rests on four core principles, including collective intelligence to mobilize stakeholders in co-designing innovative projects, co-construction and participation to actively involve local actors, innovation and experimentation to test concrete solutions in the field, and sustainability and social impact to ensure inclusive development rooted in local realities.
The laboratory promises tangible benefits for all participants, providing local businesses with access to innovative solutions, enhanced competitiveness, and skills sponsorship opportunities.
CMC-CS trainees are set to develop both technical and cross-cutting skills through real-world project immersion, boosting their employability.
Local communities stand to benefit from improved quality of life, greater citizen involvement in local decisions, and co-constructed solutions tailored to their needs.
The initiative represents a call for “citizen and entrepreneurial engagement,” inviting companies, associations, and experts to join co-construction workshops, share local challenges, and actively contribute to innovative project development.
The collaboration builds on CMC-CS’s commitment to co-construction, inclusion, creativity, and active citizenship. The institution plays a central role in the socio-economic ecosystem by mobilizing its resources, trainees, and partners for concrete projects with strong regional and national development impact.
OTED, the citizen-driven territorial innovation hub created by volunteer experts, brings its expertise as “a catalyst for territorial development” to the partnership.

NOTIL will bring together diverse stakeholders, including businesses, local authorities, associations, cooperatives, trainees, and trainers from CMC-CS to tackle local challenges in economic, social, and environmental development.
CMC-CS, more than just a vocational training center, has established itself as an innovative hub for skills transformation in the service of territorial development.
Beyond traditional training, CMC-CS operates as a true laboratory of social and economic innovation, featuring an incubator, digital factory, FabLab, co-working spaces, and a professional guidance center.
The organization specializes in facilitating and organizing the emergence of innovative projects that address territory-specific challenges, providing co-construction tools and dedicated support to enable inclusive, collective solution development.
Through its “Learning by Doing” pedagogical approach and cutting-edge infrastructure, CMC-CS works to train “an engaged, competent youth that acts as an agent of change,” perfectly aligned with regional, national, and international development challenges.
