Rabat– Morocco is taking decisive action to shape its digital economy as digital platforms rapidly transform global value chains and challenge traditional models of regulation, competition, and national sovereignty.
A recent conference in Marrakech, organized by Morocco’s Competition Council, gathered policymakers, governance bodies, international organizations, and technology experts to explore how digital platforms reshape business models, labor markets, and economic governance. The conference highlighted the urgency of addressing these changes, emphasizing the need to balance innovation, protection, and collective responsibility in the digital age.
Amal El Fallah Seghrouchni, Morocco’s Delegate Minister for Digital Transition and Administrative Reform, emphasized that Morocco must use digital platforms to drive sustainable, inclusive development while mitigating risks. She outlined four pillars of the country’s digital strategy: build robust infrastructure, enforce effective governance, foster dynamic innovation, and ensure inclusive access to digital technologies.
El Fallah Seghrouchni also detailed Morocco’s plan to implement a comprehensive ethical and regulatory framework, including a new law on digital services and a national artificial intelligence roadmap based on responsible governance and technological sovereignty.
Morocco’s cyber threats are escalating. The country recorded more than 12.6 million attacks in 2024. In this context, El Fallah Seghrouchni stressed the government’s commitment to cybersecurity as a core national priority. Morocco is advancing projects such as the 2025–2030 cloud roadmap and the Dakhla mega data center to position the country as a competitive, self-reliant hub for data management and secure its technological sovereignty.
The Marrakech conference demonstrated Morocco’s determination to lead an ethical, human-centered, and inclusive digital transformation. Authorities aim to ensure that digital technologies support economic growth, strengthen citizen trust, and reinforce the country’s role in shaping the digital future.
