Rabat — Morocco’s Supreme Judicial Council took significant institutional steps in 2024 to enhance its ability to monitor judicial performance and strengthen public confidence in the justice system, according to the council’s annual report.
The council completed the administrative structures of its three judicial divisions — civil, criminal, and specialized — and fully activated their functions. These divisions now play a central role in tracking court performance, analyzing detailed judicial statistics, and monitoring efficiency indicators.
Setting time standards for case resolution
These institutional efforts lay the groundwork for practical initiatives, most notably implementing the principle of “reasonable timeframe” and establishing guideline deadlines for resolving different types of cases.
The council developed an information system to track these guideline deadlines, monitor court efficiency, and provide precise tools for oversight and evaluation.
Expanding access to judicial decisions
The council reinforced transparency by publishing judicial precedents and circulating directives, reflecting its commitment to guaranteeing the right to access information, enhancing judicial security, and promoting transparency and integrity to boost citizen trust in justice.
As part of its strategic program, the council launched a digital portal for Court of Cassation decisions on January 26, 2022. The portal underwent improvements in 2024 to strengthen the judicial database and publish recent precedents, supporting judges and all those interested in judicial affairs.
Statistics show a growing number of published decisions on the judicial portal. Court of Cassation decisions reached 13,206 in 2022, approximately 24,065 in 2023, and 36,000 in 2024. Appeals court decisions totaled 110 in 2022, 274 in 2023, and 688 in 2024. Published first-instance court judgments reached 34 in 2023, compared to 364 in 2024.
The judicial portal attracted 4,058,216 visitors in 2024, reflecting strong interest in accessing judicial precedents and reliance on the portal as an official and reliable source.
Circulars guide judicial practice
Beyond publishing decisions, circulars issued by the council’s delegated president in 2024 served as an important framework tool. These circulars informed judges about legislative and regulatory developments, alerted them to observed professional irregularities, and unified judicial practices, helping ensure correct and consistent application of the law.
The council’s initiatives demonstrate Morocco’s ongoing efforts to modernize its judicial system, improve efficiency, and make justice more accessible and transparent to citizens.
